All lot owners in Noah’s Landing are required to become members of the Noah’s Landing (NL) Property Owners Association (POA). The objectives of the association are to promote the community welfare of property owners in the subdivision and to exercise the powers set forth in the Articles of Incorporation, the Virginia POA Act and the NL Covenants. Generally, they are to provide for the maintenance of common areas, recreational facilities and other community features. The association is also responsible for the payment of taxes and assessments made by any government authority that may be levied on the POA. The POA has the authority and charges an annual assessment to each lot owner for services rendered, maintenance, and use of the community’s common areas. Board of Directors (BOD)
The POA is managed by an elected BOD consisting of a minimum of two and a maximum of five persons. Each member of the BOD will be elected by the property owners for a two-year term with no term limits. Once a Director is elected, the BOD holds an internal election to assign roles/positions. The BOD shall have a President, Treasurer and Secretary, but the Treasurer and Secretary may be filled by one person. The current NL POA BOD consists of the persons in the following table. Public Service Commission (PSC)
The Public Service Corporation (PSC) is a Virginia public service corporation and is a separate entity from the NL POA. The PSC exists to manage and maintain a public sewer system that serves 85 lots within the NL subdivision. The sewer system consists of piping from the 85 lots, pumps, and several Mass Drain Fields (MDF) within the community. The NL BOD has the ultimate authority and responsibility for the PSC but the BOD has appointed a PSC committee to handle many of the functions. Architectural Review Committee (ARC)
The Architectural Review Committee (ARC) is responsible for review and approval of proposals from property owners for new homes, additions, garages, solar panels, boathouses, or any other significant modification to the property. The NL BOD appoints the Chairman of the ARC and the Chairman may choose up to four additional members for the committee. The NL Covenants serves as the ultimate source of requirements for construction and aesthetics of the neighborhood, however, the ARC has developed a New Construction Checklist that is helpful for knowing what the primary requirements are. The NL BOD has the ultimate authority and responsibility for enforcement of the Covenants but the BOD has appointed the ARC committee to handle most of the functions.
